한국의 PKO 참여정책 발전에 관한 연구

Abstract

본 논문은 국제연합(UN : United Nations)과 주요 국가들의 평화유지활동(PKO : Peace Keeping Operation )정책과 향후 전망에 대하여 살펴보고, 이에 따른 한국의 PKO 관련법 제정과 교육 · 연구 체계를 분석하여 발전방안을 조명하였다. 국제사회에서 한국의 국가이익 증진과 국가위상 향상을 통한 자주국방확립을 위한 한국의 PKO 참여정책의 발전방안 제시가 논문의 목적이다. PKO 참여를 다양한 형태와 대상으로 확대를 위하여는 무엇보다도 일관되고 지속적인 추진을 위한 관련법을 제정하여야 한다. 그러한 법적 근거하에 UN상비체제(UNSAS)의 참여수준단계 상향 조정, PKO상비부대 창설, PKO 전문교육기관 설치, 민 ·관 ·군이 통합되어 국가적 차원의 전략과 전술 수립 위주의 전문 연구기관으로서 국가급 PKO 센터 설립 등으로 국가적인 차원에서 참여를 추진하여야 한다. 최근 국회에 발의된 '국군부대의 국제연합 평화유지활동 파견에 관한법률안' 은 이러한 측면에서 볼 때, 조속히 제정이 되어야 한다. 또한 국가급 PKO 센터로 발전시키기로 한 국방대학교의 PKO 센터 연구체계와 현재 시행중인 PKO 관련 교육체계도 보다 보완되어야 한다. 교육기능을 더욱 강화하기 위하여는 전문교육기관을 설치하여 PKO 상비군체제를 준비하여야 한다. UN 의 PKO 정책은 급변하는 국제 정세와 함께 다양한 형태와 유형으로 변화하고, 지역적 분쟁 해결을 위한 수단으로서 더욱 강화 될 것이다. 왜냐하면 냉전 종식 이후 대규모 전쟁 발생 가능성은 상대적으로 감소하였으나, 민족 ·종교 · 영토 ·자원 등을 둘러싼 갈등으로 지역적 차원의 국지분쟁은 오히려 증가하는 추세에 있기 때문이단. 따라서 UN 을 통한 평화유지방안의 연구는 그 어느 때보다도 절실한 실정이다, PKO 가 국제적 분쟁을 본질적으로 해결해준다는 보장책은 아닐지라도 평화적 해결 방법의 한 분야로서는 매우 중요하다. 이러한 과정 없이는분쟁의 평화적 해결 기회는 없을 것이며, 강대국이 개입된 전쟁의 형태로 지역분쟁이 나타날 수 있는 가능성이 증대할 위험이 있기 때문이다. 향후 세계 대다수의 국가들은 자국의 이익을 위하여 PKO 에 적극 참여할 것으로 전망 된다. 선진국은 세계무대에서 자국의 국위선양을 위하여, 개발도상국은 경제적 이익을 위하여 PKO 에 보다 적극적으로 참여 할 것이다. 왜냐하면 PKO참여는 그러한 목적을 실현하기 위한 국가 전략적 방안이기 때문이다. 본 연구는 PKO 참여를 통한 국가이익 증진과 국위선양을 향상 할 수 있는 PKO 참여정책을 수립하여 한국의 자주국방 확립을 위한 몇 가지 방안을 제시하고자 한다. 첫째, PKO 참여확대를 위한 실질적이고 합목적적인 법적 근거의 마련이다. 이는 UN의 PKO 에 보다 적극적으로 참여 할 수 있는 근간이 될 것이며, 유사시 한국에 국제사회의 지원 명분을 축적하는데 가장 효과가 있기 때문이다. 따라서 PKO를 보다 구속력 있게 실행하기 위한 법제화가 필요하다. 둘째, PK0정책발전을 위한 교육 · 연구체계의 확립이다. 국가이익 증진과 국가위상 향상을 통한 자주국방 확립을 위하여 국방대학교의 'PKO 센터' 는 민 ·관 ·군이 통합된 형태의 국가급 연구센터로 발전되어야 한다. 국내의 모든 군 교육기관은 양성과정에서부터 PKO 관련 과목을 개설하여 보다 조기에 PKO 의 중요성과 필요성을 교육하고, PKO 참여인원을 대상으로 하는 교육은 참여 전 ·후 교육으로 구분하여 교육체계를 더욱 강화하여야 한다. 셋째, PK0 참여범위와 대상의 확대이다. 한국은 PKO 참여시 의료 지원, 시설 재건, 정전 감시단 등 상대적으로 위험성이 적은 비전투분야 위주로 참여하고, 참여인원도 군인위주로 민간인과 경찰 등은 상대적으로 고 참여인원이 극히 미비하다. 이는 PKO 참여를 통한 국가이익을 극대화하는데 제한사항이 된다. 따라서 한국은 PKO 참여시 전투분야와 비군인들의 참여를 보다 확대하여 그 참여성과를 높여야 한다. 넷째, PKO의 전략적 참여를 통한 국가이익 증진과 국가위상 향상을 도모하여야 한다. PKO 의 목적은 분쟁해결과 평화유지에 있으나 그 이면에는 참여국가의 치밀한 국가이익이 잠재하고 있다. 한국의 경우 유사시 UN 의 국제적인지원의 필요성은 불가피할 것이며 이를 위해 평소 PKO 참여는 이의 명분을 축적하여 줄 것이다. 이를 위해 PKO 대상국들과의 정치·경제 ·사회 ·문화 등 다양한 교류를 통한 국가이익의 증진을 위하여 단계적·전략적으로 신중히 참여하여야 한다. 또한, UN 업무의 이해증진과 그 활동의 참여를 확대하여 민 · 관·군 분야에서 다양하고 활발하게 UN의 활동에 적극 참여하여 한국을 세계에 홍보하여야 할 것이다. 이러한 방안들이 실현된다면, 한국의 PKO 는 국방정책의 일환으로 지속적으로 연구·발전되어 국가이익 증진과 국가위상 향상으로 한국의 자주국방 확립에 크게 기여하리라 기대한다.|The purpose of this study is to review the Peace Keeping Operation (PKO) policies of the United Nations (UN). Major nations and their prospects and thereupon, examine the code and education & research systems related to S. Korea' s PKO policies. and thereby, suggest the ways to help S. Korea improve her status in the international community and enhance her national interests and self-reliant defense capacity through her participation in PKO. The PKO policy of the UN will remain a tool of solving the regional disputes, while being varied to meet the changing international situation. Although the possibility of a large-scale war has been lowered after the Cold War, the local disputes surrounding national and religious interests or natural resources have tended to increase. In the future, many nations throughout the world are expected to participate positively in PKO for their national interests ; Advanced nations would like to enhance their national status on the stage of the world, while developing nations want to harvest the economic interests through their participation in PKO. This study suggested several ways for the S. Korean government to design a PKO participation policy conducive to enhancement of national interests and status as well as self-reliant national defense capacity. First, it is necessary to arrange some effective and purposeful legal ground for participation in PKO. Then, S. Korea will be able to participate more positively in UN’s PKO, and subsequently, the international community would find a plausible cause to support S. Korea in a case of emergency. Accordingly, it is deemed urgent to enact a law binding us to PKO effectively. Second, it is also necessary to establish an education & research system for development of PKO policies. In order to enhance national interests and status and there through, reinforce the self-reliant defense capacity, it is desirable to upgrade the current 'PKO Center' under National Defense University to a national-level research center with civil, official and military experts recruited. It is required of relevant military educational institutes to operate a PKO-related curriculum included in their regular programs regardless of the ranks to awaken the military personnel of importance and need of PKO. Futhermore, the educational program for those personnel assigned to PKO needs to be divided into pre- and post-PKO programs reinforced. Third, it is desirable to expand the scope and targets of PKO. Currently, S. Korea is engaged in relatively less risky non-combat areas, and her PKO teams consist primarily of soldiers. Such a limited PKO participation may not allow for maximization of our national interests, so it is essential to expand the scope and target of PKO with more combat and non-combat personnel, so that our PKO may bear more fruits. Fourth, it is necessary to participate in PKO from a strategic perspective to enhance our national interests and status. PKO aims to solve the disputes and keep the peace, but it underlies participating nations' sophisticated national interests. Therefore, S. Korea is requested to participate in PKO by stage and from a strategic perspective in order to enhance her national interests through diversified political, economic, social and cultural exchanges with those PKO target nations. Lastly, if the above suggestions should be materialized, S. Korea's PKO would continue to be researched into and developed as a series of her national defense policies only to enhance her national status and interests as well as her self-reliant defense capacity.
