韓國 痲藥犯罪와 國家 痲藥政策에 대한 硏究

Abstract
The purpose of this study is to review drug crimes as well as drug policies in modem Korea, in particular, concentrating on the Park regime(1961-1979). In exploring both the patterns of drug trafficking and the changes of the legal perspective related in national anti-drug policies, this paper offers some constructive policy alternatives for the purpose of reducing drug abuse and drug related crime. In this point this paper first of all criticizes the existing problems of traditional drug policies which is so much stressing strong penalty to drug-related crime.
Firstly, in oder to decrease both drug addicts and criminals this paper suggests to need amend some codes of current 「2000 Narcotics Law」 which is still insufficient in the level of both drug treatment and rehabilitation. Secondly, it is indispensible to reform inner system of drug enforcement agencies, such as the police, the prosecution, the customs, and the National Intelligence Service etc., to make better deploy the anti-drug policies. In suggesting some alternatives this paper addresses ① that such agencies should involve more actively in anti-drug campaign; ② they should develop investigative techniques, while can operate an integrated computer network sharing drug-related information; ③ they also need to strengthen the international cooperation for co-exchanging drug information with other countries. Finally, this paper stresses which should establish realistic programs through the fundamental reform in policies of drug treatment & rehabilitation.
