Abstract

The purpose of this research is to present on alternative idea about Military Veteran's reemployment and welfare improvement based on investigation of their level of living condition after discharge from the military service. U.S Army who has the most powerful defense power and high-tec weapon in the world reported to the senate in 2005 by saying that. "Soldiers are central part of the U.S Army and the core of the U.S Army. They will play key role in the battlefield not only at the present, but also in the future regardless of their highly developed weapon systems". They are preparing the future considering priority on the military welfare. Recently, Korea has entered in the rank of 10 in the area of economy in the world as well as living condition. The government has concerned about military welfare and has shown remarkable improvement in the several areas, but it still stays at the low level compare with advanced countries. Especially, the military veteran's level of living condition is unstable. According to the Army HQ survey in 2006 about the military veteran's living condition, their average salary was 1.5～2 million won per month, and employment rate after discharge was 47.2%, which. accurately presents that their level of living condition is very low. Therefore, I try to suggest several policy about their re-employment and welfare in the view of national security, not except the view of minority egoism First, Infrastructure for support military veteran should be constructed. Tentatively named 「Military Veteran Support Committee」 composed of the Defense Ministry, the Labor Ministry, Adminstration & Security Ministry should be studied positively enable to support their re-employment and welfare. Accordingly, it is essential to survey their living condition and issue new policy for their convenience. Secondly, suitable job for the veteran is to be created as many as possible, because re-employment is the best welfare. The military have to try to develop additional job in the military such as civil military service in connection with national defense reformation plan. and cooperate with the public institutes to create the new job in the public field such as public security manager, traffic controller, and environment observer. A subsidy plan is to be studied to the enterprise employ the military veterans like U.S.A Thirdly, serial opportunity for the veterans to develop their expert skill is very important, because they haven't learned the skill needed in the modernized enterprise during their service period. Through the supporting process of job exchange, job goal should be set after consultation with an expert during last 3～4 years of retirement. The army must guarantee educational opportunity to acquire the certificate of qualification for re-employment and guarantee personal consultant to find adequate job during last 1～2 years of retirement. In conclusion, military veteran's welfare is directly connected with national defense power, because they are the future of military service man. When their welfare is assured with the high level of reputation and proud of their life, the military service man would service in the military without any anxiety and their morale would be soar up to the sky so that they would go to the battlefield joyfully for the nation whenever the nation asks.
