중국의 국방정책이 한반도안보에 미치는 영향 및 대응전략 연구

Abstract

본 논문의 연구 목적은 중국군의 현대화를 포함한 국방정책이 한반도 안보에 미치는 영향에 대해 분석 및 고찰하고, 그에 대한 한국의 대응전략을 제시하는 것이다. 1980년대 이후 중국의 외교정책은 정치이념 보다 현실 국가이익을 중시하게 되면서 국가이익에서 중요한 역할을 하는 경제관계가 당연히 중시되기 시작했다. 등소평(鄧小平)이 개혁개방정책을 추진하면서 「4개 현대화(四個 現代化)」라는 경제건설을 국가전략의 중심으로 주장하였다. 그때부터 경제요인과 대외개방이 중국의 대외정책에서 가장 중요한 자리를 차지하게 된 것이다. 중국의 안보정책의 목표는 주변국에 대한 안정유지와 동북아에서의 우월적 지위를 확보하는 것이다. 국가 목표의 달성을 위해 미국, 일본, 러시아 등의 강대국들과 우호관계를 유지하고 UN과 같은 국제안보기구 및 지역적인 다자안보기구에 참여를 확대하여 자국의 영향력을 확대하고 있다. 또 지속적인 국방예산의 증가로 군사력을 첨단전력으로 강화하는 한편 군사교류협력을 확대하여 중국의 전략을 미국과 주변국 등에 표출하고 있다. 군사전략분야에서는 「인민전쟁이론」에서 첨단기술 조건하의 적극방어로 변경하였다. 자국의 이익을 보호하기 위하여 보다 멀리 떨어진 지역에서 적을 격파하는 전략을 달성하기 위하여 정보자산의 확충과 해·공군력의 획기적인 현대화에 박차를 가하고 있다. 이러한 변화가 한반도 및 주변국 안보에 미치는 영향은 다음과 같다. 첫째, 역내 국가들 간에 군비경쟁을 가속화시킨다. 둘째, 북한에 대한 군사지원으로 남북한 간의 상호신뢰구축과 군비통제에 부정적 영향을 미친다. 셋째, 한반도의 전략적 가치로 인해 한반도의 분단을 고착화하려 한다. 한국은 이러한 변화에 대해 안보를 확고히 하기 위한 적절한 대응전략을 모색하여야 한다. 첫째, 정치·외교 분야의 대응전략으로 한반도는 우선적으로 남북한 주도의 한반도 평화체계를 확립해야하고, 주변국들과의 다자간 안보체계를 구축하여야 한다. 또 자주국방의 능력과 한·미 동맹을 강화하여 분쟁을 억제할 수 있는 능력을 확보하여야 한다. 둘째, 국방정책 분야의 대응전략으로 중국과의 군사적 교류를 확대하여 유대관계를 돈독히 하고 국방개혁을 통한 미래 전장 환경에 부합된 군 구조 개편, 장비 및 무기에 대한 현대화를 추진하여야 한다. 또 대응군사전략 계발을 통해 유사시 작전수행 능력을 향상시켜야 한다. 앞으로 한국은 역동적으로 변화하는 2000년대의 국제안보와 한반도안보 환경 속에서 현존의 위협과 미래의 주변국가 위협으로부터 국가와 국민의 생존권을 보장하고, 국가이익을 보호하여 국가번영과 평화통일 정책을 달성하기 위해서 창조적인 대응전략을 더욱 발전시켜 나가야 한다. |The purpose of this thesis presents South Korea's confrontation strategy toward to China military's modernization which is based on China's rapid economic growth including national defence policy which is external. Since 1980s, in the China's policy of diplomacy, there was no doubt that the economic relationship was focused because nation's actual benefit was getting significant better than economic ideology. By Deng shao ping drive reformation evolution policy, economic important factor and external opening became the most important things by claiming the national strategy which is economic construction as a 4 modernization. The main purpose of China's security policy is that stabilization maintenance and securing predominant status in the northeast toward surrounding countries. As a part of it, China is extending own country's influence by participating at national security organization such as UN, multitude security which is regional and maintaining friendship cooperation with powerful countries which is United States, Japan and Russia to achieving their national goal. Also as increasing of continuos national defence budget, China is enforcing military force making brand new system power, one side, China is making United States and surrounding countries sense by enlarging soldier interchanging cooperation. In part of military force strategy, China is maintaining their strategy to defeat from far further distance which is result in enlarging information assets and modernization of navy and air force to protect their country by changing from the citizens battle theory to aggressive defence which is under the high-tech. These changes which can affect to the Korean Peninsula and surrounding countries' security are following; first, it accelerate military preparations competition getting among surrounding countries. Second, it causes negative effect to mutual reliance construction and military preparations regulation as military support toward North-Korea. Third, by reason of the Korean Peninsula's strategic worth, China is trying to adhere the Korean Peninsula's division. So Korea has to try to find solution confrontation strategy to keep our security. First, the Korean Peninsula should establish peaceful system is mainly leaded by North and South Korea as a part of policy and diplomacy and construct security system with surrounding countries. Also the Korean Peninsula have to enforce capability of independent defence and relationship between Korea and United States to restraint dispute. Second, as a confrontation of defence policy the Korean Peninsula have to make good relation by enlarging military interchange with China and, push on modernization about equipment, weapon, military structure change which is fit on military in the battleground environment through the national defence policy. Also the Korean Peninsula have to improve ability of mission accomplishment through the development of strategy of confrontation against military. So in the mear future, South Korea have to insurance existence right of nation and citizen from current threat and future of it by surrounding countries in the 2000s' which has changed dynamically national security and the Korean Peninsula security environment and development confrontation creative strategy to achieve nation's prosperity and peaceful unification with protecting national profit.
