住宅再開發事業의 問題點 및 改善方案
- Abstract
- The Urban Housing Redevelopment has been more used for improving the slums since 1973 than other policy to recover city's function and improve residential environment.
Urban Housing Redevelopment has the most important role at supplying house but Urban Redevelopment Renewal has a negative appearance to most people. This is not that Urban Housing Redevelopment has a negative aspect but that Urban Housing Redevelopment Law has an error structure.
Therefore, this study proposes the problem and solution of Urban Housing Redevelopment.
This study was done in the following process.
First, the literatures on this subject were reviewed to investigate the growth background, the general characteristics, the fundamental object and today appearance of Urban Housing Redevelopment.
Second, urban housing redevelopment's appearances in songbuk-gu were analyzed to investigate the problem of Urban Housing Redevelopment.
Third, the real solutions were done of the above problem and those were classified in the urban planning aspect, the social & economic aspect and the regulation & usage aspect.
The problem of urban planning aspect that the urban environmental's seriousness for only making profit and the lack of the public infrastructure, etc.
The problem of social & economic aspect is that the speculation, private profit and transportation function's seriousness after redevelopment, etc.
The problem of the regulation & usage aspect is that the absurdity of Urban Housing Redevelopment's boundary and the difference between Zoning and Urban Housing Redevelopment Law.
Therefor, the solutions was proposed with the two alternatives.
First, arranged relative Law. this can be modified by the improvement of administration process, the construction' permition is entrusted to local government and the introduction of "incentive regulation", etc.
Second, the saved construction' cost, this can be modified by the improvement of the casting out method, the subsidy, the state area' rent and the construction' cost, etc.
In conclusion, for the sound urban housing redevelopment, the administration' process must be abridged and the local government must be taken part especially in urban planning part.
