- Abstract
- Government policy reflects the economic and social condition of the time and as environment changes, the standard for applying such policy should also change accordingly. Limitation in the house lotting-out price has two aspects because thanks to the policy, customers can purchase houses at cheaper price, but it can be a restrictive factor for suppliers by providing them unprofitable condition for house supply. Pre-lotting-out system of house has positive effect for construction companies because it can mitigate their financial burden at the beginning of house construction, However, in customers' point of view, it has negative effect because of the limited range of houses they can choose and the possibilities of damage in case of bankruptcy of construction companies.
As I said before, the residential supply system has contained various problems and has been operated on the basis of expedient standard under existing temporary social or political situation. And as a matter of fact, once a system is made, it has existed without being resolutely improved even if there might be any irrational or improper aspects.
In this research, I am going to suggest a method to solve the problems which we can find on the current housing system or at the actual state of its use on the premise of the liberalized house lotting-out price.
Firstly, the bond bidding system and the multiple subscription system on the premise of lotting out price regulation must be abolished.
Secondly, in order to attach great importance to customers' preference and to increase their benefit, afterward lotting out system is necessary. However, a complementary system should be made so that lack of funds caused by afterward lotting out system would be solved by flexible use of the mortgage bond system or by securing sufficient private fund.
Thirdly, savings account and installment account for house subscription should be temporarily maintained until they would disappear naturally when the order of priority for subscribing for the privately built houses would no longer be necessary.
Fourthly, by combining the housing association system and the housing association system for workers, we can establish a permanent organization. One of the most serious problem of the present housing association system is that although there are members of the association, there is not the association. An organization to do all the works for the convenience of the members of the association and to protect them is necessary.
Fifthly, it is necessary to prepare and utilize the composite score system and the waiting list for the government built housing.
In the past, there were many cases where various excellent means or standards for policy were not able to be used nor bear actual fruit due to lack of administrative enforcement power even though they had been enforced. By minimizing the intervention in the field for private sector, we would be able to decrease the demand for administrative manpower. And in the public sector, we should enforce public by using the available data to the utmost.
