조선업 추락재해와 관련한 작업자 특성 연구

Abstract

우리나라의 산업재해 중 추락으로 인한 재해는 매년 10,000명 이상 발생하고 있으며, 그 중 매년 400여명이 추락재해로 인해 사망하고 있다. 2006년 통계에 따르면 전체 근로자 10만 명 당 추락으로 인한 사망자는 우리나라가 3.65명으로 영국 0.15명의 24.3배, 미국 0.56명의 6.5배, 일본 0.84명의 4.3배에 달해 선진국에 비해 상당히 높은 수준이다(한국산업안전보건공단, 2009). 본 연구에서는 우리나라 산업 중 추락사고로 인한 사망 사고를분석 하여 작업자의 인적오류가 얼마나 차지하는가를 파악해 보고 조선업종에 근로하는 작업자를 대상으로 추락과 관련한 인식수준과 경험 등을 설문조사를 통해 파악해 보았다. 산업현장에서 발생하는 추락 사고를 면밀히 살펴보면 구조물의 붕괴나 전도, 시설물의 결함 등으로 인한 작업 공법과 관련한 기술적인 원인에서도 찾아볼 수 있으나, 추락의 특성상 작업자의 동작오류나 인지적인 판단의 미스에 의해서도 많은 사고가 발생됨을 알 수 있다. 그러나 대부분의 추락사고의 예방대책은 추락방지 시설에만 집중되어있어서 실제 작업현장에서 작업자의 오류에 대해서도 부족한 실정이다. 본 연구에서는 추락재해에서 작업자의 인지능력이나 동작, 그리고심리적인 것이 중요하다는 것을 나타내고자 하였다. 추락사고의 예방을 위해서는 좋은 안전시설뿐만 아니라 작업자의 실수와 위반을 줄일 수 있는대책이동 시에 발생될 때 비로소 효율적인 추락사고 방지대책이 이루어질것이다.| A lot of the fall accidents have happened in Korea work-place every year, and the fall is the most common accidents and the biggest cause of fatalities in shipbuilding industry. The purpose of this study is to identify the importance of human error in the fall accidents through the analysis of the worker’s characteristics. In this study, the cases of fatalities and injuries from the fall accidents had been analyzed, and the survey had been conducted from the workers of shipbuilding industry to know the recognition of the fall accidents. The results show that the causes of the fall accidents are highly related to worker’s unsafe behavior and overlapped between “unsafe condition” and “unsafe behavior” in many cases. These results may be used some activities to reduce human error in the fall accidents and would be more interested in the studies of Human Factors than now in safety fields.
